DECREE OF THE PRESIDENT OF THE AZERBAIJAN REPUBLIC ON THE IMPLEMENTATION OF THE LAW OF THE REPUBLIC OF AZERBAIJAN “ON THE LIBRARY OF BUSINESS”
In connection with the entry into force of the Law of the Republic of Azerbaijan “On Library Affairs” in order to ensure the implementation of this Law, I decide:
1. Instruct the Cabinet of Ministers of the Republic of Azerbaijan:
– submit proposals to the President of the Republic of Azerbaijan on bringing the existing legislative acts in line with the Law of the Republic of Azerbaijan “On library affairs”;
– approve the rules for the registration, protection and use of printed works and other materials stored in the collections of the state library, provided for by Article 18 of this Law;
– ensure the development and approval of other relevant regulatory legal acts on issues referred to the powers of the Cabinet of Ministers of the Azerbaijan Republic in paragraph 2 of this resolution;
– ensure the compliance of normative legal acts of the Cabinet of Ministers and relevant central executive bodies with the Law of the Republic of Azerbaijan “On Library Affairs” and inform the President of the Republic of Azerbaijan about this;
– prepare and submit to the President of the Republic of Azerbaijan a draft legislative act defining the types of responsibility for violation of the Law of the Republic of Azerbaijan “On library work”;
– to solve other issues arising from the Law of the Republic of Azerbaijan “On library affairs” within its authority.
2. Determine that:
– in the third part of article 7, in the fifth part of article 8, in the second part of article 10, in the second part of article 13, in the second part of article 14, in the first part of article 15 of the Law of the Republic of Azerbaijan “On library work” (in the second case) “Of the relevant executive authority” provided for by Article 17, Article 18 and the second part of Article 28, are implemented by the Cabinet of Ministers of the Republic of Azerbaijan;
– “Libraries of the relevant executive authorities” mentioned in the first (first case) and second part of Article 15 of this Law mean the libraries of the Executive Office of the President of the Republic of Azerbaijan and the Cabinet of Ministers of the Republic of Azerbaijan;
– the powers of the “relevant executive bodies” provided for in Article 24 of this Law are exercised by the Cabinet of Ministers of the Azerbaijan Republic and the Ministry of Culture within their powers;
– The powers of the “relevant executive authority” provided for in the third part of Article 14 of this Law are exercised by the Ministry of Education of the Republic of Azerbaijan.
